Online Digital Euro operates like a standard account-linked wallet; funds live in an account, and transactions route through Eurosystem infrastructure. Offline Digital Euro downloads a balance to a secure element on the user’s device; that money exists only on the chip, transfers device-to-device via NFC, and cannot be recovered if the device is lost. Apple’s closed secure element in Europe currently blocks iOS implementation of offline capability.
